Housing Development Approvals
Our attorneys provide a range of services to both our public agency clients and our nonprofit and tax-exempt clients in housing development approvals. Our attorneys have expertise in State Density Bonus Law, Supportive Housing, Housing Accountability Act, Housing Crisis Act, Housing Element, Subdivision Map Act, CEQA, and general land use law as it applies to housing development and regulation.
We assist our public agency clients when they receive housing development applications, from training them on new housing land use legislation, reviewing housing development applications they receive, and working with them through the project approval stage. We also advise our clients on their affordable housing programs and housing element updates.
Our deep knowledge of housing laws also applies to our nonprofit and tax-exempt clients. We assist housing developers navigate local land use laws as well as state laws applicable to their project. We help identify applicable laws that may benefit the project at the conceptual stage, work through development application issues with the local agency reviewing the project, and attend planning commission and city council meetings to support the project.

Barbara E. Kautz

Barbara E. Kautz practices in the areas of land use (especially housing-related land use), CEQA compliance, real estate, economic development, fair housing, and affordable housing. Ms. Kautz is a frequent speaker at conferences, including those sponsored by the League of California Cities, American Planning Association, Housing California, and Nonprofit Housing Association for Northern California. Celia W. Lee

Celia Lee is a partner in the firm with over twenty-five years of litigation experience. Her practice encompasses a broad range of civil litigation, investigations, and advice on behalf of public agencies, nonprofit, and private entities in municipal, real estate, housing, land use, and business law disputes.
Immediately prior to joining the firm, Ms. Lee served as a Deputy City Attorney in the Office of the City Attorney for the City and County of San Francisco for a decade. She was a member of both the Neighborhood and Resident Safety/Code Enforcement Team, representing the City and County and its departments and employees in its civil enforcement of state and local public safety and public nuisance laws and the intersection of those laws with land use concerns, and the Trial Team, where she litigated and tried to a jury a wide variety of matters for several City departments. From 1994 to 2004, she practiced commercial litigation and insurance litigation at two San Francisco law firms.
Ms. Lee has spoken on several panels for the California Lawyers’ Association, Real Property Law Section annual conferences on various topics, including the Housing Accountability Act and ethics in real estate transactions.

Dianne Jackson McLean

Dianne Jackson McLean has over 30 years of community economic development, real estate, tax-exempt financing, relocation, land use, and housing experience. Her practice includes the representation of former redevelopment agencies, public housing authorities, and other public agencies in major economic development projects and housing developments, including but not limited to shopping centers, hotels, public-private public housing developments under various financing programs provided by local, state or federal government agencies. M David Kroot

Rye P. Murphy

Rye Murphy is an associate in the firm’s litigation practice. He works with the firm’s private and public entity clients in state and federal litigation matters. Thomas H. Webber

Thomas Webber’s practice is focused on community economic development, real estate, affordable housing, nonprofit and municipal law.
Mr. Webber represents numerous public agencies and nonprofit developers on mixed-use and commercial projects. William DiCamillo practices in the areas of community economic development, affordable housing, and real estate finance. Mr. DiCamillo represents developers in the development, financing and operation of affordable housing projects. In addition, he also represents numerous public agencies on real estate and community economic development issues. He has drafted and negotiated disposition and development agreements, joint development agreements, construction contracts, long-term leases, and related acquisition and financing documents for complex affordable housing projects and commercial and mixed-use developments, including publicly owned stadiums, event centers and theaters. In addition, William has extensive experience in advising public agencies throughout all phases of the development process, such as issues related to developer selection, project construction and development, contract disputes, and the workout and restructuring of publicly supported projects.
Prior to attending law school William worked at a social services organization providing direct services to the homeless in downtown Oakland.
