Rental Assistance Demonstration (RAD) Program
Since the very inception of HUD’s Rental Assistance Demonstration (RAD) Program, we have represented housing authorities who have used the tools and flexibility afforded by RAD to recreate their public housing developments. From RAD conversions involving the rehabilitation of existing units to those involving the multi-phase redevelopment of large public housing sites, we have successfully assisted our clients in using RAD to reposition their assets onto the Section 8 platform. We are able to guide our clients through the complex interaction of HUD regulations, LIHTC and tax-exempt bonds rules, and state and local law requirements while also helping meet the requirements of private lenders, investors and developer partners.

Benjamin Funk

Mr. Funk focuses his practice on the development, operation and preservation of affordable housing development at all stages of the project life cycle, including: negotiation of development agreements; preparation of funding applications; closings on site acquisition, construction, and permanent financing; establishment and renewal of rental subsidy; LIHTC investor exits; and recapitalization.
Prior to joining the firm in 2020, Ben represented nonprofit and for-profit affordable housing developers and public housing authorities for several years at an affordable housing law practice in Washington, DC. Dianne Jackson McLean

Dianne Jackson McLean has over 30 years of community economic development, real estate, tax-exempt financing, relocation, land use, and housing experience. Her practice includes the representation of former redevelopment agencies, public housing authorities, and other public agencies in major economic development projects and housing developments, including but not limited to shopping centers, hotels, public-private public housing developments under various financing programs provided by local, state or federal government agencies. Robert C. Mills

Robert C. Mills’s practice emphasizes transactional real estate involving the development and preservation of affordable housing. Rye P. Murphy
