The panel will examine the legal issues and complexity of converting traditional public housing owned by public housing authorities to private ownership under the new HUD’s Rental Assistance Demonstration (RAD) program. The RAD program is being used as a method of providing private financing for much-needed capital improvements for public housing developments. The panel will review several projects that have recently converted using this type of mixed public/private financing, including project-based Section 8, tax-exempt financing, low-income housing tax credits, state infrastructure financing, and bank and other private financing.
