Since 2017, planners have been subjected to an avalanche of laws regarding the approval of housing projects, requiring use of only objective standards, allowing major deviations through density bonuses, and at times mandating ministerial approval.  This panel is intended to provide a comprehensive overview of the laws and recent cases applicable to review of housing projects, integrating requirements of the Housing Accountability Act, Permit Streamlining Act, density bonus laws, SB35, the Housing Crisis Act, and miscellaneous provisions.  The panelists will explore the opportunities created by these laws to provide housing for marginalized communities and “potholes” for planners.
