Bob Mills – Brave New World: What’s New at HUD

HUD is undergoing a major transformation. Offices in California and throughout the country are closing and functions are being consolidated. Many developers have HUD properties in their portfolio or are interested in acquiring HUD properties. These developers face the challenge of refinancing and recapitalizing these properties. Panelists will discuss the major changes going on with HUD and HUD’s vision for policies, priorities, and resource allocation. In this time of change, panelists will discuss how to effectively manage the HUD approval process for refinancing and recapitalizing existing HUD properties.

Barbara Kautz – What Works: Inclusionary Zoning or Impact Fees?

Given the court challenges to Inclusionary Zoning, many communities are seeking alternatives and are considering impact fees. Learn the difference between the two tools and how they can be used to help provide units and/or funding. This workshop will also provide an update regarding the legal challenges and fixes including the most recent challenge to San Jose’s Inclusionary Zoning Ordinance and AB 1229 (Atkins) – the Palmer bill. You will also hear what is important to the development community and how to work more effectively with developers to ensure success.
